Dr. Brijendra Singh as the SENTINEL NODE - spread of CANCER in Indian Medical Education - the AIIMS story and its spread to an Island too

CORRUPTION in Indian Medical Education Business System is like a CANCER. And as is well known, different areas of the HUMAN BODY are predisposed to different cancers. And when CANCER spreads, namely METASTASIZES, the first LYMPH NODE receiving these Carcinomatous cells is called the SENTINEL NODE. And Sentinel Node biopsy helps in diagnostic purposes. And LOWER ANAL CANAL cancers spread to the Lymph Nodes in the GROIN. But why has nobody bothered to Biopsy this Node called Brijendra Singh?

Please read on to understand the complexities.

Blatant disregard of constitutional norms in Faculty recruitment in certain newer AIIMS is going on right under everyone's noses.

To give you all a context of how AIIMS conducts itself, please see the role of one Vineet Chaudhary, IAS.

The role of Babus involved as Officers on Special Duty (OSD), tasked with the responsibility of actual ground level logistics of setting up of the newer AIIMS, inclusive of Faculty and staff Recruitments and infrastructure, can be glimpsed, from the above and from accounts below.

⇒ 1. AIIMS, Rishikesh-

This Institute has been chosen to conduct NATCON66, the 66th National Conference of Anatomical Society of India (ASI). The platinum sponsor of this conference is an US company that sells Anatomage, a virtual Dissection Table, at a cost of ₹ 2.5 crores. A 10% kickback, namely 25 lakhs, is offered by the Indian representative of this company, towards successful purchase. This particular equipment needs annual software update, in lakhs plus a future 3D printer, in crores.
Dr. Brijendra Singh is an ardent devotee of such juicy deals. Who is Brijendra Singh? Please read on.

The post of Professor Anatomy has been occupied by, a certain, Dr. Brijendra Singh. The fact is, there are more such Faculties who do not meet ELIGIBILITY norms and have joined by BACKDOOR means.

RTI Application was filed to ascertain Dr. Brijendra Singh's Eligibility. For one, the reply was delayed by more than a month. If the recruitment process was without any backdoor means, why the delay in reply to me?

Secondly, the question on status of recognition of MS (Anatomy) degree granted to Dr. Brijendra Singh, by Maharani Laxmi Bai Medical College, Jhansi, was evaded with a reply asking me to enquire with MCI or the said College, whereas my query to AIIMS, Rishikesh was on their scrutiny process of ELIGIBILITY QUALIFICATIONS for the post of PROFESSOR in an AIIMS. I am in the process of filing an appeal for this point, in consultation with my legal team. The manner of treating my RTI application, in such a manner, points to evasive and time wasting tactics. If AIIMS, Rishikesh and Dr. Brijendra Singh have nothing to hide, why this evasion?

⇒ Please see my correspondence on this matter with a columnist of a leading and reputed National Daily.

Dear Sir,

Thank you for reaching out.
My contact number is xxxxxxxxxx.

Meanwhile I am sending you Sir, copies of my RTIs to AIIMS, Rishikesh and AIIMS, Jodhpur.

I am also attaching copies of Appeals sent to both since both of them had not replied.

I also attach an MCI profile of the said teacher in context along with his claims of teaching experience.

But I received a reply from Rishikesh yesterday. On the question of recognition of the MD Degree of Dr. Brijendra Singh, on the basis of which he was appointed to the post, was replied evasively and a fresh appeal will be filed by me. I am attaching the copy of reply.

This Dr. Brijendra Singh has spent his entire career before joining AIIMS, Jodhpur, as a Faculty of ITS Dental College, Ghaziabad. But his experience period is shown in different Medical Colleges, two of which are fraud, the one at Khammam and Kancheepuram. Since I was employed for a very brief period at Kancheepuram and had never heard of Dr. Brijendra Singh as a past Faculty of Anatomy at Kancheepuram, this triggered me to probe this matter.

This gentleman, without a recognised degree and verified work/ teaching experience goes on to join AIIMS and then rises up to head a department and meanwhile and in future, he is/ will be part of different interview boards, where genuine candidates will not have a chance. And AIIMS sends me a reply that I must ask for information on the status of recognition of MD degree from MCI and the said college? My query was on the Verification Processes of the recruitment by AIIMS and this is how AIIMS, Rishikesh is trying to prolong and evade answering whether AIIMS had verified his MD degree, before appointing him.

Thus is just an example. More such Faculty have doubtful experience periods and false documentation but have been recruited by AIIMS through doubtful interview and verification processes.

I request you to process the information contained herein as you see fit.

Thank you again, Sir.

Regards

The term 'shifted' is open to interpretation, as to how 'No- Dues' processes towards Relieving Order/ Transfer or Deputation Order to shift to another AIIMS, was obtained, without replying to my RTI application. Respected Sir,

With reference to Dr. Brijendra Singh, Additional Professor, Department of Anatomy, at AIIMS, Jodhpur, the following information is sought.

1. Please provide information on whether the MS (Anatomy) degree obtained by Dr. Brijendra Singh, from Maharani Laxmi Bai Medical College, Jhansi, and scrutinized by the AIIMS, Jodhpur, Recruitment processes, is recognized by the Medical Council of India (MCI).

2. Please provide information on the constitution of the interview board, with names and designations of the interviewers of Dr. Brijendra Singh, based on which he was appointed to his post in AIIMS, Jodhpur.

3. Please provide information on the genuineness of Dr. Brijendra Singh’s experience periods at Mamata Medical College, Khamma and Shri Satya Sai Medical College and Research Institute, Kancheepuram, as scrutinized by AIIMS, Jodhpur authorities and in concordance with Medical Council of India, MCI’s inspections of the said two medical colleges, since during the said periods, Dr. Brijendra Singh was drawing salary from ITS Dental College, Ghaziabad.

                                                               (Page 1/2)

4. Please provide information on whether any cases are pending against Dr. Brijendra Singh or whether he was summoned for Medical Council of India (MCI) Ethics Committee hearings and proceedings due to Ethical Issues as a Ghost faculty during the above experience periods mentioned in point 3 above.

Thanking you

⇒ MCI Profile Page of Dr. Brijendra Singh. Please note entries for MS (Anatomy) degree and Medical Colleges at Khamam and Kancheepuram.

⇒ Faculty Profile of College at Khamam, where Dr. Brijendra Singh is no where to be seen in the Faculty List, even if it was in the past, because MCI had once replied that the College's Faculty List does show previous Faculty also, in the data base.

⇒ Faculty Profile of College at Kancheepuram, where Dr. Brijendra Singh is no where to be seen in the Faculty List, even if it was in the past, because MCI had once replied that the College's Faculty List does show previous Faculty also, in the data base, if appeared for and accepted as Faculty during an MCI Inspection.

Do the above two college profiles mean that Dr. Brijendra Singh had never appeared in an MCI Inspection, for a considerable amount of period of service in both the above colleges? What was the reason for not appearing? Or was he not considered a Faculty for some reason? Or was he actually never in service at these places all along and simply appeared for some Inspections and got the relieving orders tailor made from an agent? Are all these issues anything to do with the degree? DNB recognition is also questionable, if the college from where training done for MS was done is not recognizable for grant of degree.

The fact that Dr. Brijendra Singh was employed at ITS Dental College, Ghaziabad, for a considerable period of time, clashing with his MCI Teaching Experiences in South India, is known to every of his peers and there are evidences for his appearances at different Conferences, as a Faculty of ITS Dental College. Here is one such and more will be uploaded in coming days.

Please see this MCI website entry

MCI website lists these two entries in Post Graduate Courses in Anatomy, for Maharani Laxmi Medical College, Jhansi. Please note the status of recognition of MS Anatomy degree, it is dependent on grant after some year.

If Dr. Brijendra Singh has nothing to hide with regards to his qualification, AIIMS, Rishikesh and AIIMS, Jodhpur, should have replied to my RTI, that AIIMS Interview Processes and Scrutiny Boards have found Dr. Brijendra Singh's Post Graduate MS (Anatomy) degree, recognised under certain schedule of Indian Medical Council (IMC) Act. Instead casual reply by AIIMS, Rishikesh, to ascertain the status of recognition of MS degree, from MCI or the College itself, ranks of diversionary and time consuming tactics.

The period of his DNB was marked by his absence at the actual place from where DNB is claimed. The period of his service in the above two Medical Colleges was also marked by his absence at these colleges. He was in service at ITS Dental College, Ghaziabad, as is openly known among his peers.

What is the reason for AIIMS, Jodhpur, not to reply to me? What is the reason both these AIIMS are stalling any query into Dr. Brijendra Singh?

Well, the reply to my Appeal to AIIMS, Jodhpur, reached me on 25th August 2017.

You can all see, in the series of pictures below, how the information has been stalled again, by the AIIMS authorities.

Sec 2 (n) is this

Sec 8 1 (j) is this

So a third party cannot seek Information on a Public Authority. Who said I am a third person? I am an Anatomist, and this man is a Head of Department of Anatomy, and will be in every Interview panel to interview Anatomists for recruitment in any of the different AIIMS. You all can imagine what kind of FACULTY get/ will get recruited in AIIMS.

Bringing to light, in front of the Students and their Parents, as to WHO are actually TEACHING the NATION'S STUDENTS in AIIMS to be DOCTORS and INDIAN HEALTHCARE PROVIDERS, qualifies as a larger Interest of the PUBLIC. My legal team plans to file a writ straightaway, documentation and preparation of the draft expected to take a couple of weeks, since it is clearly seen that AIIMS authorities are BEATING AROUND THE BUSH.

The inside story is, Dr. Brijendra Singh was shifted out of AIIMS, Jodhpur, because of credibility issues and complaints related to handling of Students. Dr. Sanjeev Misra, Director, AIIMS, Jodhpur had to put in a special word to Dr. Ravi Kant, Director, AIIMS, Rishikesh, to accommodate Dr. Brijendra Singh somehow. It is an open fact in the corridors of AIIMS, Rishikesh, that Dr. Brijendra Singh had to wait quite a while outside the interview room, since he was not initially considered an eligible candidate, with regards to the recognition status of his post graduate degree and requisite teaching experience. And yet he was appointed as Professor, and took on the Headship of Department of Anatomy, AIIMS, Rishikesh?

You will understand why this beating around the bush, when you see the Annexure 1, in reply to my second question on who were all in the interview board to appoint Dr. Brijendra Singh.

Senior Faculty, like the example above, exemplify what is wrong with the ground level parameters of Indian Medical Faculty. Initially they joined hands with Middlemen Nexus of Agents- Ghost Faculty- College Managements- Officials of Regulatory Bodies to turn surprise MCI Inspections into a circus. Later they quietly transitioned into these newer AIIMS, outside the purview of MCI Inspections.  These shameless Faculty do not work towards improving and addressing ground level deficiencies, but run after highly expensive equipments to be showpieces and that which gives commission. How do you expect such Seniors to stand up for the progression of their Juniors?

An Income Tax probe into Dr. Brijendra Singh's income since 2000 will reveal the truth and it has been brought to the notice of the Income Tax Department.

Please see what else is happening at AIIMS, Rishikesh.

Brijendra Singh is involved in procurement processes in AIMMS Rishikesh. An Anatomy Virtual Dissection table costs 2.5 crores, and the kickbacks are 10% ie 25 lakhs plus other benefits like sponsoring conduct of conferences,  sponsoring conference travel and registration. Annual conference of Anatomical Society of India (ASI), 2018, was conducted at AIIMS, Rishikesh, under Organising Committee of Brijendra Singh; the title & principal sponsor was the supplier of the table. How do I know? The same supplier had approached me about this table and proudly bragged about Brijendra Singh.

Brijendra Singh failed 9 (Nine) students of AIIMS, Rishikesh, in University Professional Exams. He repeated the same with (6) six of them, in the Supplementary Exams thereby trying to spoil the career progression of INNOCENT Students. All the failures were by less than 5 marks and grace marks were not awarded!!! And of the 3 who passed, 2 were alleged to have paid money to Brijendra Singh. So much for AIIMS Standards.

What was the fault of these students? They objected to Brijendra Singh encroaching on their Private Space and Time as a Proctor. His harassment of Students at AIIMS, Jodhpur was already a Precedent.

I mean, these are STUDENTS of AIIMS. An AIIMS student is a BRIGHT and MOTIVATED PERSON with ABOVE AVERAGE IQ, that is why s/he gets admission in AIIMS. And repeatedly failing a student by less than 5 marks in one subject leads to DEMOTIVATION followed by DEPRESSION and an abnormal perception towards LIFE in general, which is not a HEALTHY TREND for a Student who is going to be a DOCTOR in Service of SOCIETY TOMORROW. A PSYCHOLOGICALLY SCARRED DOCTOR IS DANGEROUS TO SOCIETY and thus to the NATION. But how will Brijendra Singh understand all this? He bought his way through an AIIMS job after greasing various palms spending the better part of his career in a Dental College.

Anatomy is such a lovely subject, it is a great Equalizer, a leveller. Dissect and see, we are all same inside; a marvelous design of Nature, an inspired creation of the Almighty. Then why so much Evil on the outside?

3. AIIMS, Bhopal- Please see this link as a starter; more to come.

Please see the latest

https://timesofindia.indiatimes.com/city/bhopal/panel-to-decide-fate-of-19-aiims-bhopal-faculty-members/articleshow/64945040.cms

These irregular people, to cover up their CORRUPTION, create such nuisance and then perpetuate the same need to be accounted for. It is because of such shameless people that the younger entry level Faculty are suffering.

4. ANIIMS, Port Blair

One more Institute in far flung islands, Andaman & Nicobar Islands Institute of Medical Sciences (ANIIMS), Port Blair, has a Maharashtra lobby involved in hoodwinking the Recruitment Processes of 2015 and 2016, to get fellow Anatomists from Maharashtra. Example, 3 were appointed as Assistant Professors, when the advertisement was for availability of one Post only. How do I know? Because my application for a suitable post, in the form of an SMS, was pending with the OSD, from November 2015 onwards though I was eligible for Assistant Professor (AP). Through perusal of job vacancies in Google search, I came to know of vacancies in ANIIMS and Mobile Number, 7063922683, was given to contact. When I contacted, I was told I am speaking to OSD. He told me that since the team setting up ANIIMS wanted only the best of Educational Standards, they were strictly following AIIMS like Recruitment Standards and since I had not completed my three years of Post PG experience, I was eligible for Tutor post only. I was delighted that I could work in a set-up which had such meticulous Standards and asked him for an email id to forward my CV. He said he was satisfied by just talking to me and gave me another number 7798277111 to just forward by SMS, my name and post applied for was to be mentioned as Tutor. And I was told by him to come and join imnediately and then apply for AP post when I reached eligibility criteria. Once I sent my details, nobody contacted me again or received my calls, probably after coming to know that I fight CORRUPTION in Indian Medical Education.
There are many more irregularities. Most of them are with dubious experience. Mainland people are using Government resources as their personal fiefdom. The modus operandi for creating vacancies is by forcing resignation of quality Faculty by denying Promotions and career advancement and then abetting Faculty with doubtful experience credentials; take the example of a couple, both were working in Maldives, but produced teaching experience certificates from Indian Medical Colleges, courtesy 'Agencies' in North India.

How do I know? Because, before coming over to this Teaching line, I was employed for a certain period in Maldives. I have a wonderful circle back there and I keep tabs on Indian Doctors taking leave from their Official duties to earn a few bucks more in such far flung countries. And rest of a teacher's profile is on MCI database. MCI databases are since being scrambled up in the name of updation. I mean, this is the online age where every activity leaves an digital imprint. Plus I have a huge network of my educated friends, all over the place, who pass on such titbits of IRREGULARITIES.

How do I know about such agencies who will provide you with teaching experience and relieving certificate for some lakhs, from certain Medical Colleges? Because they have the audacity to call me and offer me such services, probably being unaware of my stand against Corruption in Indian Medical Education.

So much for the Government wanting to increase number of Indian Doctors by opening newer AIIMS and converting existing Government and District Hospitals into Medical Colleges; the whole exercise is futile due to existence of various lobbies with complete knowledge of various Regulatory Authorities.
The above are just some examples of the prevailing corruption in Indian Medical Education. Please read on to understand the ROT.
